Small Update

Small update which adds improvements to the Binary Clock (added a slider for Time On and Time Off), as well as adding a whole new item: a Tachometer, or a "Spin-O-Meter" as labeled in the game. This tool is used to see how fast a gear is spinning, which is measured in Rotations Per Minute (RPM).
